This is a research-based buying guide, not a hands-on product test. We compared current manufacturer specifications, retailer availability, material type, package volume, dust and odor claims, safety, and suitability for normal hamster use.
Every product was judged using the same criteria:

Kaytee currently describes the product as fragrance-free, made from soft paper, 99.9% dust-free, and capable of absorbing up to six times its weight in liquid. The manufacturer also markets it for burrowing and nesting animals including hamsters.
The 85 L package was about $23.95 at Chewy during our September 23 check, or roughly $0.28 per listed usable liter before promotions.

Who should skip it: Someone who assumes a temporary sale price or a “10-day” claim means the bedding can be left wet for ten days.
carefresh Natural is made from natural paper fiber and is marketed as 99% dust-free, approximately twice as absorbent as traditional shavings, and able to control odor for up to 10 days.
Those are manufacturer claims, not independent PNZ test results. They also do not replace spot-cleaning when a toilet area becomes wet or heavily soiled.
The 60 L bag was listed at about $18.99 at Petco during our September 23 check, but that listing was a promotion from a substantially higher regular price. For that reason, we would compare the live price against Kaytee and Full Cheeks at the time you order rather than assuming carefresh is always the cheapest.

Full Cheeks Aspen is currently sold in 41 L and 141 L usable-volume packages. PetSmart describes it as kiln-dried, 100% natural aspen with a 99% dust-free claim and odor-control positioning.
The large 141 L package was about $24.99 during our U.S. check, making its cost per listed liter much lower than the paper products.
But price per liter does not tell the whole story.
PDSA notes that aspen and similar safe wood-based materials do not hold burrows as well as paper-based bedding and recommends adding paper when more structural support is needed. That makes aspen attractive as a secondary substrate or mix-in rather than automatically the best primary deep fill.

Paper vs. Aspen: Which Should You Buy?
If you are buying bedding for the first time, paper is the simpler primary choice.
Paper bedding is generally easier to pile deeply and gently compress into a substrate that supports tunnels. Aspen offers a firmer texture and can be inexpensive in large volumes, but it typically benefits from paper when stable burrowing is the goal.

How to Compare Bedding Value Without Being Fooled by the Bag
The most useful number is usually not the physical size of the package or its weight. It is the listed usable or expanded volume.
When products report volume in comparable liters, divide the current price by that usable volume.
Example from our September 23 checks: Kaytee 85 L at about $23.95 works out to roughly $0.28/L, while Full Cheeks Classic White 85 L at about $22.99 is roughly $0.27/L. Oxbow Natural 56 L at about $20.99 is roughly $0.38/L. Promotions can change those rankings quickly.
Cost per liter still is not the entire decision. A slightly more expensive bedding may be worthwhile if it is easier to obtain, works better in your setup, or lets you spot-clean more efficiently.
Do Not Treat “99% Dust-Free” as a Laboratory Ranking
Several products in this guide claim either 99% or 99.9% dust-free performance.
Those numbers are useful for identifying products intentionally marketed as low-dust, but manufacturers do not necessarily publish identical testing methods. PNZ did not independently measure airborne particles from these beddings.
So a 99.9% label should not be interpreted as proof that one bedding is exactly ten times less dusty than a 99% product.
Use the specification as one screening factor. If an individual bag produces an unusual cloud of fine particles or contains substantially more powder than expected, the real bag in front of you matters more than the percentage on the website.
Bedding Types We Would Skip
Current hamster-welfare guidance favors clean, absorbent, low-dust materials and gives several clear reasons to avoid other options.
- Scented bedding: added fragrance is unnecessary and can irritate a hamster's airways.
- Very dusty sawdust or fine wood shavings: fine particles are a poor trade for a lower price.
- Cotton wool, kapok, and other fluffy nesting fibers: long fibers can wrap around limbs and may cause serious problems if swallowed.
- Pellets as the only deep substrate: absorbency alone does not make a material useful for tunneling.
A product being sold in the small-animal aisle does not automatically mean it is the best choice for a hamster's main bedding layer.
